This, in fact, is not correct for a very simple reason - yielding to cars on the left actually loads the intersection for longer time and slows down traffic. We will explain how this works.
Answer C to the Mass permit test question states that the car in which the driver sounds his horn first has the right-of-way. Despite the wishes of all the aggressive drivers out there - this is not how it works. You can use your horn to attract attention of other drivers on the road and to prevent dangerous situations from developing, but it never gives you the right of way.
Answer D to the MA permit test tells us that the car that approaches the intersection first has the right-of-way. Can you see what's wrong with this answer? The question described the situation when two vehicles arrive at an interesting at the same time, while this answer is referring to a vehicle that arrives to the intersection first. You can safely cross this one out right away.
An important skill for you to learn is to read all answers to each question and not to rush through the test. Sometimes an answer may look good at first, but then you can find a better answer as you go through your options.
